Maricopa County Human Services


The Maricopa County Human Services Department (HSD) builds resiliency in the community and promotes the well-being of County residents experiencing adversity through a variety of programs and services to help people and families thrive. These opportunities include early childhood education, housing and community development projects, independent living services for seniors and adults with disabilities, career development for adults and youth who have barriers to employment, rental and utility assistance, and support for people experiencing homelessness. HSD is committed to delivering innovative, equitable, inclusive, and comprehensive services in a collaborative approach that preserves dignity, promotes respect, and facilitates social and economic mobility. Administrative Services


Provides support for all divisions including financial services, information technology solutions, contract development, facilities management, and data analysis.

Community Services


Provides emergency rent and utility financial assistance to qualified households working with a network of Community Action Program offices and agencies.

Early Education


Provides early childhood education services through Early Head Start and Head Start programs that include family support services.

Community Development


Provides support for housing and community development projects to low and moderate-income neighborhoods.

Senior & Adult Services


Provides intensive case management services to connect residents over the age of 55 and adults over 18 with disabilities to in-home services and center-based support.

Workforce Development


Provides individualized services to help youth and adult career seekers start, change, and advance in their careers. Offer recruitment-based services to connect the local workforce with industry opportunities.
